Please consider the COA presented below...

Each month, my daughter will be getting a bill from her landlord for rent, water, electricity, trash removal, and pest control. The sum of these monthly charges for the 2022/2023 academic year will be approximately $15,000. Given the COA above, can my mother pay my daughter's monthly rental charges (in the proper calendar year, of course) using disbursements from her state-sponsored 529 savings plan?

The amount you use from the 529 plan for qualified room and board costs must be less than or equal to what is included in the COA. So, it looks like you're exceeding the amount of $12,760 allowed. If this is on-campus housing, you can use the full amount of the costs, but it doesn't sound like it since you said "landlord".
