Slump in Applying for Financial Aid

I'm looking to file the FAFSA for 2020-21, and I've filled the form completely. All that's left is mailing in the signature page from my dad, since he's not a US Citizen/PR. My question is, does the sending address for the signature page matter? We could DHL it from his country but that would take a good amount of days, not to mention the risk of package loss and I'm not sure I have too much time left for processing my application. We do have relatives in the States, and we can send them his signature electronically, have them print it out and mail it to the FSA's address. Anyone ever been in a similar circumstance? Any help appreciated.

Why can't you just mail it via that USPS?

I'm sure it would only take the standard amount of time for a letter -  usually less than a week.
