529 Plan funds for High School Summer College level Classes

Can we use the 10K limit that is allowed for K-12 students for private school tuition for high school summer classes offered by Universities?

Tuition is allowed at any accredited school. If these are college courses that get college credit (Some students do this), the 10k limit doesn't apply.

Starting with the 2018 tax year, you will be able to withdraw $10,000 per student per year from a 529 plan to pay for elementary or secondary school under the new law.

Correct - $10k is for tuition are K-12 schools. But there is no limit on tuition paid to colleges for college credit. If this is a college class paid to the college, if you receive college credit (regardless if you receive high school credit as well), the $10k limit doesn't apply.
